Symptom:ConfigNotFoundException when deleting and refreshing ASR/TTS Providers 
Conditions: seen when a ASR/TTS provider is deleted from the list and page refreshed.

     Found in 7.0(1) SR4 Build 438.

1.Delete an existing ASR/TTS provider (or create a new one & delete it).
2.Refresh the page.
3.The exception occurs.
