Description (partial)

Symptom: Multiple initial poll jobs are created for the same NE.

Conditions: Due to an overload of the CTM server, the Network Service process cannot complete the initial poll for NEs within the polling interval (240 seconds by default). The Network Service schedules a new initial poll for the same NE every 240 seconds, without first checking whether the initial poll is already in the queue.
 
The Network Service log reports the following errors:
