Deployment and discovery of IPS Appliances fail with "can't identify user" error message. 

This error is known to happen under the following scenarios.
1) When the system clock is set to a time which is out of the Apache's SSL certificates time range.
2) When the user changes the SSL mode to http and restarts the VmsBackendServer process alone.
