Description (partial)

Symptoms: fax > Voice > fax call fails with PVDM3 and works fine with PVDM2 on informers.
 
Conditions: 
1) This is a bi-directional FAX testcase where 4 FAX calls are from UUT1 and terminates on UUT2
2) In the first iteration, 4 FAX calls from UUT1 ---> UUT2 and 2 FAX calls from UUT2 ---> UUT1 goes thriugh fine.
3) This issue happens in the second run of the same bidirectional FAX calls using the same first call, i.e, the first call was never disconnected, it switched from voice call to FAX and then to voice in first iteration. When FAX are sent again on this same call, 4 calls from UUT1-->UUT2 goes into S_FAX but the 2 calls from UUT2-->UUT1 remains in S_CONNECT and never go into S_FAX.

4) This issue is seen only when UUT1 has 5510 and UUT2 has SP2600. This issue is not seen when 5510 are in both the gateways
