Description (partial)

Symptom:

When a user creates a new user account policy or edits the existing one, if the password deployment fails (ex : due to dictionary word) , then the user account gets locked.

Conditions:

The password deployment fails(because of dictionary word , doesn't comply to password requirements policy etc)
Bug details contain sensitive information and therefore require a Cisco.com account to be viewed.
