Description (partial)

Symptom:
Transient situation with both EXP_RX LOS_P alarm and OPWR LFAIL alarm raised at the same time.

Conditions:
ROADM node, Fiber cut on MPO connector involving EXP-RX ports on 2 different SMR-2 cards: EXP-RX card under test and on the EXP-RX ports of the other SMR-2 connected to the EXP-TX of the card under test.
LOS-P is raised on the EXP-RX ports, masking all the channel OPWR-LFAIL on the LINE-TX, same card.
Plug  back EXP_RX.
OPWRLFAIL on the LINE-TX is raised while LOS-P on the EXP-RX port of the same card is present.
Transient situation, after 8 second the LOS-P is cleared so situation become normal (as expected).
