Symptom: Unable to perform factory reset, when admin pw and user pw is populated. Conditions: In browser UI, enter admin pw and user pw and save. Go to phone UI to do a factory reset, it will ask for pw, enter the pw but it fails to accept. If you have just admin pw OR user pw, you can do a factory reset. The problem is when you have admin pw AND user pw set.
