Symptom: when an iBGP session flaps between PE and RR, it can cause missing BGP routes (advertisements or withdraws) on the receiving PEs, that are lagging behind (mostly new members who got their session established recently) other members of the update-group. Conditions: Affects releases with support for refresh update-group functionality, introduced in 12.2(31)SB16 and later. The problem may happen when there is enough churn in the network, and there are new BGP sessions that are getting established at the same time.
