Description (partial)

The BMA or Quota Server may associate data from a Continue CDR with
an incorrect BMA or Quota Server record.  This occurs because the CSG2
generates a correlator value in the Continue TLV that may not be unique
per CSG2.

This may occur if the CSG2 generates Continue records because
the data for a record does not fit in a single IP packet.
