Description (partial)

Symptoms:
  Due to timing issue, the sponge queue number might be set to 0 in software
 adjacency, but it's correct in hardware adjacency.
  So the local unicast traffic from MSC CPU will be dropped silently but transit
 traffic is Ok.
  
Conditions:
  This condition has been observed in routers running IOX 3.6.3
