Cisco Bug: CSCtb67802 - g_spa driver leak 1 connection every 15min for intelligent SPAs

Description (partial)

     On a XR12000 linecard, the g_spa_X driver process for the channelized
    STM-1/OC3 SPA might produce
     continuously the following error messages after sometimes :
     sysdb_svr_admin[390]: %SYSDB-SYSDB-7-TIMEOUT: EDM request for
     'admin/oper/hwmod/gl/node/20/0/spa/envmon_status' from 'envmon_periodic' 
    185, node 0/0/CPU0).
     No response from 'lrd' (jid 276, node 0/0/CPU0) within the timeout period 
     envmon_periodic[185]: %PLATFORM-ENVMON-7-ERROR : Error, Sysdb  item_get on
    envmon_status failed for
     slot 2 bay 0 Error: 'sysdb' detected the 'warning' condition 'An EDM took 
    long to process a
     request and was timed out'
     and high cpu in the g_spa_X would be observed too.
     (X refers to the spa bay number).
     The problem is linked to a resource leak so the issue is only noticeable 
    some times(typically
     > 20 weeks) and can be verified with :
     sh processes files location 0/2/CPU0 | i "g_spa_0|Open"
     JID    Open-Files  Open-Channels   NAME
     156        118        15643        g_spa_0
     Look for Open-channels in thousands.
    This affects all "intelligent" SPAs , except the 1xCHOC12 and 1xCHOC48 SPA.
 i.e, T3E3, CT3, CHOC3, CTE1,ATM (CEOP) SPAs.
