Description (partial)

Flow Control is turned off when Flow Control and Auto Negotiation is configured and the peer device does not support Flow Control in it's Auto Negotiation.  This is as per IEEE specification.

With Auto Negotiation and Flow Control configured but the peer device is non-compliant and does not negotiate Flow Control, Flow Control will be off but the customer wants this to be On.
