Description (partial)

Symptom:

With PBTS configured on a CRS-1 router traffic maybe forwarded to the incorrect path if the bottom label EXP bits are different from the IPv4 precedence bits.
Conditions:

This problem only occurs when MPLS traffic is received and MPLS labels are popped with the underlying IPv4 traffic then forwarded into a new MPLS tunnel and the MPLS EXP bits of the popped label is different than the IPv4 precedence bits.
