Symptoms: After defaulting the port-channel interface that has EVCs (with QoS) on them which are in turn members of service group with QoS on it, QoS resources in the linecard are not deleted. Because of this, when EVCs with QoS are reconfigured on the port-channel interface the following error is seen: %X40G_QOS-DFC2-3-ACTN: Traffic Manager programming error. creation failed Conditions: This is more pronounced in a scale scenario. It only occurs with PC EVC. But can be observed with single EVC on a port-channel also. This is observed with an ES+ card.
