Description (partial)

If a physical interface associated with a tunnel that has a QoS queuing policy
attached to it, undergoes a state change e.g. interface down, or
because there is a route change where the physical interface is not used any
more by the tunnel a
message like "%QOS-3-ATLEAST_ONE_FAILOVER_ERR: Fail-over of dynamic interface
Multilink8 failed" may
 be printed on the console.
If the customer configuration consists of a tunnel with a QoS queuing policy
and the tunnel uses a physical interface e.g. a
multilink PPP interface, and that physical interface goes through a state
change, e.g. one of the
member links shuts down, then customer will see the above error message.
