Memory leak in ESP 'CPP Multicast' when create and delete any IPv4/v6 mroute.

When an IPv4 or IPv6 mroute is created and deleted, there is a small memory leak of roughly 100 Bytes in 'CPP Multicast' component per mroute.
This leak is a regression issue only observed for RLS4 and beyond.
