Fib_mgr crashes continuously in 3.9 image on the c12000 routers that are
configured with PBTS feature 


During updates from fib_mgr to hardware,  
Data read from hardware loadinfo structure is corrupted. 
PBTS code reads this structure and updates it;
This corrupt data in turn crashes the fib_mgr. 

During this update, SRAM Parity errors are reported by E3 line card, and it is
suspected that this is the reason for loadinfo data corruption.

This is observed on one E3(Alpha) line card in testbed.
