Description (partial)

Symptom:
Upgrade from 7.0 to 7.1 fails and tail of install_cnr_log shows messages like

The 'dns' server failed to upgrade the existing Network Registrar configuration databases !!!
Restoring previous Network Registrar binaries and configuration...
Failed to extract previous installation archive, error =        3 [main] tar 6316 handle_exceptions: Exception: STATUS_ACCESS_VIOLATION
 101440 [main] tar 6316 open_stackdumpfile: Dumping stack trace to tar.exe.stackdump
Conditions:

DNS service was configured not to start with 'dns disable start-on-reboot'.
