Description (partial)

Symptom:

On the internal Visual Voice Mail (VVM) deployment, it is only possible to send an ecrypted message once.  Any reply/send after an initial one fail.  The visual interface will show success but the message will not be sent/received.

Conditions:

This problem occurs when the IUSR account in IIS cannot read/write the necessary key container which is in the file system under the location:

C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto

and more specifically:

C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys
