Description (partial)

Chat Auto blockcheck option checks for blocked words even when chat auto-blockcheck is disabled.  

When chat agent attempts to send message with blocked words in it.
1. Pa console - > Departments-> Service->settings->Deparment-> Attributes.
2. Chat spell block check - enable - (Can be reset at lower level - No)
3. Chat auto block check - enable- (Can be reset at lower level - No)
4. auto spellcheck -enable - (Can be reset at lower level - No)
5. auto block check - enable- (Can be reset at lower level - No)
6. Save the settings
7. Login agent
8. Start chat with agent
9. agent enters blocked words. <blockcheck pop up, as expected>
10. Complete chat and logout agent
11. Go back to PA console and disable chat auto blockcheck: Chat auto block check - disable- (Can be reset at lower level - No), Save the setting
12. repeat 7 and 8
13. Enter blocked words: block check should not block any words now... but it does

Observed behavior:
Chat Blockcheck pop-up comes up to check on blocked words
