The timezone for reports is always UTC by default, this means that
every first time that a report is generated, the admin needs to go to
the settings page and change it to the desired value (CDM local time)
if necessary.
Because there are a lot of different reports that can be generated (for
each device or device-group and for each of those we can have reports
on features or group of features) this is not very practical. We would
like to be able to change the default value used to generate the
