Description (partial)

Symptom:

SIP Phone was stuck when changed config applied. 

Conditions:
when some config parameters changed on CUCM, like DN, Verdor parameter and etc. apply the config from CUCM to let the phones restart. Phone will be stuck. It kept showing "Restarting" icon at left-bottom screen. no response when any keys are pressed at that time.
