Description (partial)

Symptom:
When an empty policy-map (policy-map without any class) is attached to an interface (directly or via port-profile), the N1K displayed periodic DPA error messages:
n1kv# conf t
n1kv(config)# policy-map dummy
n1kvconfig-pmap-qos)# exit
n1kvconfig)#
n1kv(config)# int port-channel 1
n1kv(config-if)# service-policy output dummy
n1kv(config-if)#
n1kv(config-if)# sh policy-map dummy
