Symptom:

Migrated phones are not taking up values from Line Template.

Conditions:

Description: Migrated phones are not taking up values from Line Template.

Precondition :
1. Insert a 7940 phone to CUCM.
2. Create a Phone template for 7971 with Call Forward All Number and Recording Option.
 
Steps: 
1. Create and upload a CSV file to migrate phone.
2. Goto Bulk Administration -> Phone Migration
3. Select the radio button "Reset".
4. Select the uploaded CSV file from the dropdown menu.
5. Select the created Phone template for 7971 from the dropdown menu.
6. Select radio button "Run Immediately" and click "Submit".
7. Goto Bulk Administration -> Job Scheduler and check the Job result and status of the transaction.
8. Goto Device -> Phone and click to open the migrated phone.
 
Observed Behavior: 
After step7, Job result shows Completed and Success.
After step8,  Call Forward All Number and Recording Option from the templates were not migrated to the phone.
 
Expected Behavior: 
Migrated phone should take the values from the template properly.
