Description (partial)

IP Phones set up for Spanish language localization support may not display 
SoftKeys and CallState Messages in the Spanish language.  Instead the words may
be in their English equivalent or shown as a sequence of question mark symbols.

This behaviour may be observed on any Cisco IOS Voice Router configured for 
Cisco Unified Communication Manager Express (CUCME) and installed with an IOS 
supporting CUCME version 7.1 or later.  That is, the IOS version will be 
12.4(22)YB or 12.4(24)T or newer in the IOS 12.4T release train.
