Description (partial)

Symptoms: With "snmp ifmib trap throttle" in the configuration, no linkDown 
trap is generated for the highest layer if that layer goes down. 
For example, with the trap throttle enabled, if a single serial interface 
on a t1 goes down, no linkDown trap is generated for that serial interface. 
linkUp traps are generated.

Condition: When using snmp linkDown traps and the trap throttle feature 
is enabled with "snmp ifmib trap throttle" in the configuration.
