Description (partial)

Graceful reload of SP on active DRP led to reload of CPU0 and CPU1 of both 
active and standby DRPs. This caused carved SDR to reload and traffic loss on carved sdr.

Reload of SP would cause loss of cether (Control Ethernet) connectivity. DRP 
arbitration uses control-ethernet for communication so would fail to ping/communicate 
if its down.Issue was seen on an MC wth carved sdr.
