Description (partial)

Symptom:

Removed ACL permits inbound packets in a specific situation.

Conditions:

1. Create new ACL with remark statement and add ACE with object-group to the ACL.
2. After applying the ACL to an interface, delete the ACE with object-group.
3. The ACL is removed from the interface, automatically.
4. Add the ACE with the object-group to the ACL again.
   (ACL is not applied to the interface, at this time.)
5. Incoming packets are hitting to the ACE even if the ACL has been removed.
