Description (partial)

Loss of non default-on commands on an entity (like neighbor, interface) upon which a template is applied. These commands are part of the template and hence when it is applied, it is expected
that, the entity should have these configs default and non-default ones. 

Non default-on commands are usually not part of the "show running" output unless they are part of the template. The problem actually happens when are doing a "copy running-config startup-config". It is visible if we do "show startup-config" right after doing a "copy running-config startup" or upon reload. 

Side Effect:
There is no other side effect other than losing the config line. Also, this bug affects only routing components.
