Description (partial)

Symptom:
Not receiving an ICMP destination unreachable (fragmentation needed) when sending a large packet with the do not fragment bit set  through an IKEv1 tunnel in which the packet size is larger then MTU of the interface to the private network.
Conditions:
Running this test scenario on an ASA image 9.2.0.239 an ICMP destination unreachable message is received.  But when running this test scenario with the newest code  the ICMP destination unreachable is dropped by one of the ASA's for not matching the Access List of the tunnel.
