Description (partial)

None
 Symptom:
 On a PRP3, a process that communicates to the fabric can get into a state 
where the communication 
 channel is not initialized correctly.  This causes no fabric communication 
for that process.
 
 This can happen where qnet does not work, so install package download fails.
 This can happen where netio cannot talk to other netio instances on other 
nodes via the fabric, 
 thus, ping fails.
 This can happen where sysldr fabric ping fails causing nodes and router 
reload.
 This can happen where nsr does not work due to nsr protocols cannot sync up 
between active/standby 
 and other nodes.
 This can happen where gsp does not work, causing gsp and other gsp based 
application to fail.

This problem is specific to PRP3.

 Conditions:
 
 When the fabric ASIC on the PRP3 is first initialized, or re-initialized due 
to error conditions, 
 or CSC switchover, then the fabric process owning the fabric ports may not 
able to re-initialize 
 the fabric ports due to it being in a deadlock state.
