Symptom: CTM event dispatcher threads are not distributed effectively. Events that arrive from CTC are assigned to a queue based on the value of the NE node ID. Because the node ID often has an even value, only queues with an even ID are used to process events. Consequently, half of the threads are instantiated but are never used to process events. Conditions: This problem occurs when there are many uncleared alarms, and CTM performance degrades.
