Description (partial)

Symptom:
Some IPSec VPN clients cannot connect to ASA only after multiple attempts since the ASA fails to assign IP addresses from DHCP server.

Conditions:
- IPSec VPN clients connecting to ASA
- ASA assigns IP addresses from DHCP
- ASA learnes the DHCP network scope from AAA server
