Description (partial)

Symptom:

When the CAM database is empty, the following message is displayed when you try to add a switch that can communicate with the CAM:

Unable to control "10.1.2.3"

The CAM is able to control the switch, the database is just empty. 
Conditions:

This occurs on a fresh installation of the NAC appliance in OOB mode.
