Description (partial)

Symptom:
During the system bring up (init stage), when wdsysmon is not running and critimon is running and monitoring CPU hogs for priority 10 and 11 threads.  If critmon detects priority 10/11 CPU starvation/hog, it sends messages to wdsysom via ADR queue. If ADR queue is full, since the wdsysmon is not ready to process/empty the messages, the critmon exits. If critmon exits multiple times, process monitoring critmon, which is init reloads the system.LC card fping failures during LC bring up causes this problem, since fping diagnostics process runs with priority 11, this causes other priority 10 threads to be starved.


Conditions:
During the system bring up (init stage), when wdsysmon is not running and critimon is running and monitoring CPU hogs for priority 10 and 11 threads. When it critmon detects priority 10 cpu starvation. LC card fping failures during LC bring up causes this problem.
