Description (partial)

Symptom:
When trying to login to the Guard through http and the authentication fallback to local authentication because TACACS server is unavailable, it pop up a message with a uninteligible characters. 

Conditions:
Guard 6.1.5  is configured authentication with TACACS fall back to local authenticate. This pop up message comes only when the TACAC server is unreachable only and remaining all scenarios like authentication pass or authentication fail with TACAC this pop up message won't come.
And it will also work fine for tacacs to tacacs fall back also.
