 Basic Description:
 3.8.2/3.9 pim and multicast-routing MVPN config changes not backward compatible. 
 
 Symptom:
 Multicast configuration failures on downgrade from 3.8.2/3.9. 
 
 Conditions:
 The multicast configuration structure has changed in 3.8.2/3.9. In previous
releases, each VRF under multicast-routing and router pim configurations used
to be in a separate submode but after the change, the configuration is in a
hierarchical format, similar to other routing protocols. This was also required
for the multicast XML support in 3.8.2/3.9. Due to this change, when
downgrading from 3.8.2/3.9 to earlier releases, the multicast-routing and
router pim MVPN (VRF) configurations will be rejected. The failure will be
shown in the output of "show configuration failed startup".
