Description (partial)

Basic Description:
During an In-Service Software Upgrade [ISSU] operation on either a Cisco CRS-1, Cisco c12000, or Cisco ASR9k router, when certain processes are restarted simultaneously then the operation will enter an inconsistent state. 

Symptom:
The ISSU operation is seen to complete the ISSU Load phase, while the output of 'show redundancy' shows that the standby Route Processor is not yet ready.

Conditions:
Both the insthelper and instdir processes on the active Route Processor must restart simultaneously, either due to an error, or due to user-intervention, for this problem to be seen.
