IOS probe client statistics were not getting cleared on radio reset or when
band steering was disabled.  This can be seen by the following AP CLI after a
radio reset:

<CmdBold>show cont d0 | b Lru<noCmdBold>

The IOS probe client statistics are contained in the line beginning with "Dual num".
Note that no probe client information is displayed when band steering is disabled.
To display this information in this case disable band steering  and then immediately
reenable band steering and then execute the above AP CLI.

Note that the client table is intentionally NOT cleared after radio resets but instead
the client entries band 5 indicator is cleared when the 5.0 radio is reset and the
blocked indicator is cleared when the 2.4 radio is reset.  The problem on radio
resets is only with the reported IOS probe client statistics ("Dual num ....")  and
does not involve proper band steering operation (proper operation of band steering
continues after radio resets).

There was also a problem with client probe responses not being immediately unblocked
on band steering disable.  This has been fixed and additionally the client table is
cleared now when band steering is disabled.

While band steering is enabled reset the radio or disable band steering.
