Description (partial)

Symptom: 
CM key manager may fail to serve keys to WAEs. One or all of the following critical alarms can be seen on WAE(s) CLI and CM GUI:

   1) Secure store is initialized and not open
   2) Failed to get a key of managed secure store from CM
   3) The system has failed to retrieve the disk encryption key

   The following error messages can be seen in WAE cms logs at /llocal/local1/errorlog/cms_log.current if SSL AO settings are configured 

Managed store key does not exists, which is needed to process SslCertificateKey objects. Rejecting updates from CM

Conditions: When secure store is initialized / opened or disk encryption is enabled or ssl operational state is enabled from large number of WAEs.
