Description (partial)

Symptom:
Permanent route stays in the routing table and the CEF table, but is not used when the interface is down if a less-specific route is in the routing table (for example, a default route). 

Conditions:
Problem occurs when permanent static route specifies next hop interface and next-hop IP, and the next-hop interface is down and if there is a less-specific route in the routing table. Traffic should be dropped as we should take the most-specific route and there is no next-hop interface for this route, but traffic takes a the less-specific route.

Problem is seen in 12.4 mainline and 12.4(15)T, not seen in 12.4(20)T and later
