Description (partial)

OSPF fails to generate external LSAs after process restart or FO.
Syslog may show messages like these:
ospf[331]: %ROUTING-OSPF-4-REDIST_MAX_PFX : Redistribution prefix limit has been reached...

During process-restart or FO, the source routes, which were being redistributed
into OSPF, are withdrawn temporarily.
In that case, OSPF re-acquires its previously generated self-originated external LSAs
from its neighbor(s) and installs them into the database.
Before the redistributed routes are restored, these self-originated LSAs
are removed from the database due to lack of source routes in RIB.
The redistributed routes are subsequently re-introduced to RIB>
