Cisco Bug: CSCta92364 - Incorrect handling of EIO training requests causing LC reload.

Known Affected Releases
Symptom: LC get reloaded after seeing size mismatch error on POS SPA interfaces. The problem happens when there is a high rate size mismatch error is reported by pse_driver. The size mismatch error triggers EIO link training. If there are higher number of EIO training requests then some of the EIO link training fails. There is a threshold for 27 EIO training failure per sec that can be handled without reloading the LC. If it exceeds 27/sec then the LC reloads. If the rate of the sz_mm_error is high that can trigger the EIO training failure and LC reload.
