Symptom: PLATFORM-POWERMGR-4-PEM_DOWN syslog messages are repeatedly reported ~ every 4-8 minutes and all PEM's are down from Power Management perspective. If power management is not enabled, the router keeps operation normally, "show environment power-supply" indicates normal voltage and current for all PEM's. Conditions: This is triggered by unusual circumstances such as a manually triggered software reset of the mbus agent of the busboard controller. Other triggers may exist. The fix also addresses sporadic POWERMGR-4-PEM_DOWN messages.
