Description (partial)

Symptom:
Perf Mon 3.2 / CSM 3.2.2 send frequently (2-3 per hour) P1 alerts with the reason:
Change:  Device is not accessible via HTTPS - Either the credentials are incorrect or Https may not be enabled on the device.

Conditions:
CSM sends P1 alert because the connections to the FWSM are aborted from time to time. MCP advertises a TCP window size of 0 which tears down the https test connection.
