Description (partial)

Symptom:
There has been a serviceability issue in the field where "cable logging layer2events" is accidentally disabled.  This results in an overflow of syslogs messages that can sometimes cause undesired affects.

It has been requested to make the following configurations on by default in upcoming cable releases:

cable logging badipsource
cable logging layer2events
cable logging overlapip

Conditions:

Operating the CMTS under heavy load.
