Symptoms: BGP sends the withdrawn message to a peer as if a prefix was labeled (even though the prefix is not labeled). This can cause interoperability problems if the peer does not understand the message and may lead to routing loops in the network. Conditions: The symptom is observed on a router configured with BGP peering with another vendor's router.
