Description (partial)

Symptom:
vphone is in EMCC mode, we trun off the seervices of home cluster firstly
then after vphone has logged out, trun off vcluster as well. then vphone go to vSRST
then turn on the services of both home and visiting clusters, fallback is done successfully.
at this point, EMCC login failed.
Conditions:

vphone in EMCC mode
home and vluster configure for EMCC
