Description (partial)

Symptom:
Wideband Cable Modems are w-online but cannot be pinged.
DOCSIS pings to CMs can be done successfully.
This might result in loss of IP connectivity for the modems.

Conditions:
This problem was observed in Bighorn. 
Roger's TB had around 300+ modems on the SPA and there was a script being run that did clear cable modem all delete every 20 minutes.
This caused a large number of IPCs to the jacket. In some cases the IPCs to clear DSID didn't all arrive reliably at the jacket. So, a subsequent modem coming online using the DSID would have non-zero seq num in first packet.
