Description (partial)

Symptom:
In some scenarios WAEs in an inline daisy chain (inline serial cluster) end up optimizing connections amongst themselves.

Conditions:

This happens in following cases:
a) Connections are coming from  a remote branch which has no WAE peer. 
b) Remote branch has a WAE peer in TFO overload condition
